The agreement allows the United States to host the conference, but it cuts the funding offered to poor countries and provides only a fraction of the money that the U.S. and other rich nations had promised under President Obama. It also fails to set a clear path for future emissions reductions, and in its draft, it appears to allow for the indefinite use of fossil fuels, which the United States has said would not be part of a post-Trump era. “I really felt a great deal of momentum and aspiration towards the Paris negotiations when I met with the French minister of foreign affairs in March,” said Alex Douros, a senior fellow at the Brookings Institution. But the President-elect’s energy policies are already alarming environmental groups. “There’s no plan for making the U.S. a leader on climate,” said Douros. “It’s going to be a question of who the highest bidder is.” President-elect Donald Trump has taken a much more aggressive stance on climate change than President Obama, and he was never a believer in man-made global warming. In his first interview as president-elect, he said that climate change was a hoax invented by the Chinese. But that has not stopped him from saying he will pull out of the Paris talks unless China pledges to cut its emissions. When asked what he would have demanded from the Chinese in exchange for staying in the agreement, Trump did not give a straight answer. He said that he would not have accepted anything from China because “they do not do anything to help us” and that he would not dictate to them how to run their country. “That’s for them to decide,” he said. As the meeting went on, the disagreements became more heated. The Europeans demanded that future agreements include reduction targets for individual countries that pledge to cut emissions. But countries such as the U.S., China, and India, whose emissions are already growing rapidly, have opposed such targets, saying that they would be economically costly.
